World Civil Defence Day was established in the mid of 20th Century when the world was experiencing rapid technological change. The emergence of the cold war during this period led to the development of nuclear weapons that started raising questions about the safety of people.
International Civil Defence Organization (ICDO), a specialized agency of the UN, and Geneva, Switzerland, came up to protect people from their worries in 1950.
