Former Chief Minister of Uttar Pradesh and leader of the Indian National Congress, Hemwati Nandan Bahuguna eventually joined the Bharatiya Lok Dal and collaborated with Charan Singh.

He was born into a Garhwali Brahmin family on April 25, 1919, in Bughani, Pauri Garhwal, Uttarakhand. Later, the family relocated to Uttar Pradesh's Allahabad.

The details of his first marriage are obscure. His first wife always made her home in the little village of Bughani, which was his hometown. Their three kids' mother and his second wife, Kamala Bahuguna, resided with him in Allahabad.
