Tarun Ram Phookun was a prominent leader of Assam popularly he is known as 'Deshbhakt'. He was a member of a political organization name Assam Association till 1920. He played a vital role in forming the Assam Branch of the Indian National Congress in 1921.

He was elected the first President of the Assam Branch Indian National Congress. He took a leading part in the Non-Cooperation movement and toured various parts of Assam, carrying messages of Mahatma Gandhi. He was jailed for one year for taking part in the Non-Cooperation Movement.

Tarun Ram Phookun had also served as Chairman of the Municipal Board and Local Board of Guwahati. He also carried out several programs for the upliftment of the underprivileged sections of society. He also served as President of the Assam Chhatra Sammelan in 1928.
