Universal Postal Union (UPU); was established by the Treaty of Bern of 1874. UPU is a specialized agency of the United Nations that coordinates the postal policies amongst its member nations. The UPU contains four bodies consisting of congress, the Council of Administration (CA), the Postal Operations Council (POC), and the International Bureau (IB). It also oversees the Telematics and Express Mail Service (EMS) cooperatives.

Each member of this council agrees to all the terms and conditions for conducting international postal duties. The head office of UPU; is located in Bern, Switzerland. With its 192 member countries, the UPU is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
