1928 Nehru Report

This report was created by a committee headed by Pt. Motilal Nehru. This event took place when the Congress session in Madras on December 1927 passed a resolution to boycott the Simon commission. This commission faced a total ‘hartal’ wherever they went.

But Simon commission had to do its work; they submitted a report in 1930 which was not accepted by the Indian leaders. Due to this, the secretary of the state Lord Birkenhead threw a challenge to the Congress members to prepare a draft of Constitution of India.

This challenge was accepted by the Indian leaders and a conference of all party was held on May 1928. The result of this meeting formed a committee under the leadership of Motilal Nehru with Ali Imama, Tej Bahadur Sapru, M.S. Aney, Mangal Singh, Shuaib Quereshi, Subhas Chandra Bose and G.R. Pradhan.

The key point of this report was that Indians would be given a dominion state, India will be a federation which shall have a bicameral legislature at the centre and Ministry would be responsible to the legislature, Governor General of India would be the constitutional head of India and will have the same powers as that of British Crown and there will be no separate electorate.

The important feature of this report was almost accepted by the Indian leaders. In the Calcutta session of the Congress, 1928 Nehru report was accepted by the majority vote. The congress gave an ultimatum to the British Government to accept the recommendation of the report and also threatened for another mass movement in case the report is not accepted. The Government didn't accept the report.

India Post has issued a commemorative stamp to pay respect to Motilal Nehru and his contribution in the Indian freedom struggle.
