The Saar and Ruhr areas were historically central locations in coal mining areas. This attracted the steel industry, which is essential for munitions production.

A commemorative stamp was issued on August 26, 1934. A stamp depicts two hands holding a piece of coal with the inscription "Saar." The series begins on January 13, 1935, with the Saar plebiscite. Hands and mining are themes. The size is 22 x 26 mm. The stamp is a dark, opalescent green. The perforation on the comb is 14 x 14¼. Printing is the typography format. The face value is 6 German reichspfennig.
