James Monroe was the fifth president of the United States of America. He served United States as a President between 1817 CE and 1825 CE. James Monroe was the only president apart from George Washington, to run an opposed for re-election. He is best known for establishing the foreign policy principle that came to bear his name, the Monroe Doctrine.Monroe had a prestigious military career before embarking upon a distinguished career in public service. He is also known as United States policy opposing European colonialism in the Americas beginning in 1823. The commemorative stamp was issued by Liberia to commemorate him in the year 2009.
