Wazir Mohd Hakla Poonchi was a dedicated advocate for the Gujjar Bakarwal community in Jammu. He was born on March 14, 1915, and was a prominent Gujjar leader, scholar, and writer in Jammu & Kashmir. He worked for communal harmony and the upliftment of downtrodden sections of society.

Choudhary Wazir Mohd Hakla promoted patriotism, and communal harmony, and played a vital role in national integration. He focused on educating and advocating for the Gujjar Bakarwal community, promoted the Gojri language, and supported India during wars with Pakistan.

Choudhary Wazir Mohd Hakla was honored with the title "WAZIR-UL-QAUM" at an all-India Gujjar Sammelan in New Delhi on January 7, 1973.
